The IBS status Manufactures Certification Program is a scheme to assess and certify IBS manufacturers, distributors, suppliers and on site manufacturers of IBS products:based on a set of certification requisites.The aim is to produce a register of certified IBS manufacturers for the Malaysian construction industry.
The certified firms are entitled for the following benefits:
i. Listing in the "Certifies IBS Status Manufacturers List". The list is to facilitate the government and private organisations in choosing certified quality products and firms. In the near future, only IBS Status Manufacturers are eligible to supply to government projects;
ii. Participation in promotional activities by CIBD Malaysia through listing in publications, websites, electronic databases etc; and
iii. Eligibility for other future incentives for IBS Status firms by the Malaysian Government.
2. SCOPE OF CERTIFICATION
There are three Certification Categories:
i) IBS Status Manufacturer
ii) IBS Status Distributor/Supplier
iii) IBS Status On Site Manufacturer
which further classified into five specialisation groups :
i) Precast Concrete Panel & Box System
ii) Metal Framing System
iii) Formwork System
iv) Timber Framing System
v) Blockwork System
3. APPLICATION DETAILS
Application forms are free of charge available at the IBS centre, Level 1, Block E, Lot 8, Jalan Chan Sow Lin,55200 Kuala Lumpur. It is also available for download from the CIDB Malaysia website, www.cidb.gov.my.
Applicants are required to ensure completeness of the submissions together with the necessary support documents; as well as to ensure that all of the declared information is true and valid. Processing will only be based on the submitted information.
In promoting quality in the IBS industry, no processing fee will be charged for the application.
Applications shall be made by a director or by a person authorised to do so by the firm or a sole proprietor or a partner as the case may be.
Please submit the application to the IBS Centre. Applicants are encouraged to submit it in person to ensure that all details are in order.
4. CERTIFICATION REQUISITIES
Applicants have to comply with the certification requisites before they can considered to be certified as an IBS Status manufacturer.
i) Status withSuruhanjaya Syarikat Malaysia (SSM)
Applicants have to be registered with its Seksyen Pendaftaran Syarikat or Seksyen Pendaftaran Perniagaan. For other firm status, it shall be on case-by-case assessment basis.
ii) Experience and Performance
Applicants are expected to have executed manufacturing works or act as a Distributor/Supplier/Agent for products similar to those categories and specialisation which they wish to be registered in.
Applicants must have a consistently good performance record.
Experience of the firm shall be in terms of experience of key technical personnel if the company has no previous experience.
Key Technical Personnel shall be the owner of the company or a full-time employee not associated professionally or employment wise with any other party, having a professional or technical qualification and have been involved or employed in a supervisory capacity in IBS product industry.
iii) Financial Capacity
Applicants are required to have sufficient financial resources in order to meet operation expenditures. For the firms, the minimum paid-up capital or net capital worth is RM100,000.
Financial capacity of a company shall be evaluated on the paid-up capital while for business, it is determined based on net capital worth;which shall be derived from either one or all of the following:
a) Average balance of the last three months current bank account statement of the firm and /or current/savings account of owners.
